European ministers support Arab plan for Gaza reconstruction

The foreign ministers of France, Germany, Italy, and the United Kingdom issued a joint statement expressing their support for the Arab initiative for the reconstruction and rehabilitation of Gaza.
The statement was published on March 8, 2025, and calls for establishing sustainable conditions for peaceful coexistence between Israelis and Palestinians.
In the statement, the ministers noted that the proposed plan offers a realistic path to restoring the region and improving the humanitarian situation.
Specifically, they emphasized that reconstruction efforts must be based on solid political and security principles acceptable to both sides of the conflict.
European diplomats stated that they do not support the return of Hamas to governing Gaza, as it threatens regional stability. They also highlighted the key role of the Palestinian Authority, stressing the need for implementing its reform program.
The ministers welcomed the active involvement of Arab nations in developing the plan, recognizing its significance for peaceful resolution. They expressed their willingness to work with all stakeholders, including Palestinians and Israel, to ensure security and effective governance in Gaza.
The statement urges all parties involved in the conflict to consider the proposed plan as a starting point for dialogue and cooperation.
It should be noted that the Arab plan for Gaza reconstruction, based on an Egyptian initiative, envisions a three-phase rehabilitation of the enclave without the forced displacement of its residents.
The plan aims to restore infrastructure, build 400,000 housing units, create industrial zones, an airport, and a seaport within 3–5 years, and attract international funding through a trust fund.
Gaza’s administration during the transitional period is to be handled by independent technocrats, while security will be ensured by Palestinian forces trained by Egypt and Jordan.
The plan is designed to counter Donald Trump’s initiative, which includes the relocation of the population.
