Ukraine is creating its first national AI model: how it could shape the country’s future

The Ministry of Digital Transformation, in collaboration with AI experts and businesses, has launched the development of the first Ukrainian-language LLM — a move expected to accelerate digitalization and give a strong boost to the economy.

Ukraine has launched the development of its first national large language model (LLM) in the Ukrainian language. The announcement was made by Deputy Prime Minister Mykhailo Fedorov.

The project was initiated by the Ministry of Digital Transformation and the WINWIN AI Center of Excellence, with support from the business sector and the AI community.

The goal is to speed up the integration of artificial intelligence into public services, defense, education, and business.

Unlike English-language models, the Ukrainian LLM will be tailored to local terminology, dialects, and cultural context, ensuring greater accuracy and relevance of responses.

The model will be built using an open-source solution and fully funded by private partners.

Its launch is planned for December 2025. Several pilot AI products are already operational: the “Natalka” chatbot, an AI assistant in the “Diia” app, tools for legal document analysis, and personalized educational path generators.

The national LLM is expected to improve the efficiency of digital services, enhance cybersecurity, and create opportunities for new AI startups — all while supporting Ukraine’s technological independence.

Earlier, Poland’s Ministry of Digital Affairs announced its own national language AI model called PLLuM, which is set to play a key role in modernizing digital services, streamlining public administration, and advancing technology in the private sector.
