General Keith Kellogg, special envoy of President Donald Trump for Ukraine, proposed in an interview with The Times a ceasefire plan that would divide the country into zones of influence, similar to post-war Berlin.
According to his proposal, an 18-mile demilitarized zone would be established along the front line, and the Dnipro River could become the boundary between the western and eastern parts of the country.
Kellogg emphasized that the United States does not plan to send ground troops and suggests that European allies such as the United Kingdom and France should take primary responsibility for maintaining peace.
However, the plan has raised concerns among Western allies, as it could imply de facto recognition of Russian territorial gains and a reduced role for Ukraine in peace negotiations.
It was also reported that Trump's representative Steve Witkoff arrived in Moscow for talks with Vladimir Putin; on the agenda — a possible suspension of hostilities in Ukraine and discussion of sanctions policy.
