“A historic step”: Norwegian patrol officers to carry firearms on a permanent basis

For the first time in history, Norwegian police officers have been officially authorized to carry firearms while on duty. The decision took effect on 1 July.

From 1 July 2025, Norwegian police officers began routine patrols while armed with firearms. This was made possible after legislative changes approved by the Storting.

The police leadership now has the authority to introduce general arming without an additional emergency trigger.

As announced by Police Director Håkon Skulstad, this is a “historic step” aimed at increasing the safety of both citizens and officers.

Firearms will be carried by uniformed patrols and plain-clothes operatives alike. Police Academy students are not affected by the new measure.

According to Skulstad, the police approach to their work will not change: using a firearm remains an absolute last resort. He noted that the core tactics will stay the same, and in some situations officers may still operate unarmed.

For now, the decision is temporary. In 2026, the authorities will present proposals for permanent regulations.
